Uter Blomkwist Mortor just doesnt fire..? Has the firing icon but never actually fires anything.

in this case you will receive many Bernhard units from different factions at the same time. The submod not only allows one faction but also prohibits another

This is my advice. As now you have vanilla and SFO version of your mod. Maybe just update the main mod to allow recruitment by the dwarves, instead of a submod. I would try an make it so the units were tied to a landmark building chain in certain settlements, whoever owns said settlement can recruit these units. Then just make a submod for SFO and such. It'd be easier than making a submod for different factions.
