Vampire Coast Replenishment While At Sea 15%

This mod grants 15% replenishment rate while at sea and in the "Flagship Expansion" stance. In vanilla, the game already grants automatic replenishment while in 100% friendly waters and it should be noted that the 15% granted by this mod will stack on top of that vanilla value. However, while in contested or hostile waters the vanilla game completely disables replenishment. By using this mod you will be able to obtain replenishment in these hostile waters by entering the Flagship Expansion stance.

A note on balance: In the vanilla game the replenishment rate granted to armies in the Encamp stance is 10%. I used this value as the baseline reference when deciding how much replenishment to give while at sea. I concluded that granting 15% made more sense from both a lore perspective (sea loving pirate faction), and a gameplay perspective as the 10% was simply too slow.
