5tpy Progressive Reforms

This mod is similar as Havie's mod -- 8TPY Reforms, but Havie's mod is for 8 turns per year. This is for 5 turns per year. And, actually, in HVO, there is something similar as that, but the different part is the cd time. In HVO, the tier0 node would have the shortest cd time, and the deep nodes cd time is the longest.

In this mod, 5tpy Progressive Refoms.

The first nodes cd time would be 5, as same as vanilla.
Mid nodes, cd time are 4 or 3.
Deep nodes, cd time are 2.

And make a list for comparing how many turns would be cost after completing the full tree nodes in some of similar mods below.
