New Lastinv

This is a reimplementation of the lastinv console command. It bypasses SWEPs disabling lastinv by not returning true from the deploy function.

Bind a key to lastinv_new.

There is a CVar called lastinv_new_frequency that can manipulate the timer frequency for how often the script will look for a new weapon to set to your previous weapon. Set this to 0.01 to emulate the original lastinv perfectly, at the cost of running once every tick. I chose 0.05 because that's once every five one-hundredths of a second, which is pretty fast already, but I wanted to compensate for every edge case. By default this CVar is set to 0.05.
