IA Cost Reduction (Works Without Update)

描述
Reduces Imperial Authority cost for confederation to -1, instead of the excessive -3.
I thought it was strange that you would take a greater hit to authority by confederating than by conquest.

Compatible with everything that does not change the confederation cost for confederation within the Empire.

Hey man, could you add (works without update) to the title of the mod? It would help in sorting in the mod manager and also stop people from asking for an update.

im using legendary confederations and when i confederate 3 of mixus lords with it at the start of the campaign, my authority still falls down to -8 the next turn. im confused as hell

i love your mod but the randomness can't be helped. last time i managed to conmfederate evryone except 2 electors that i forced confederation with war, because i was freaking out over chaos coming around and i needed to hurry, around 100 turns in,too damn long. wonder if there is a way to increase the percentage of the events happening, that would be awesome. anyway cheerio :2016imnotcrying:

For some reason they seem to almost completely stop after turn 60 as well. Originally I was fine with vanilla, but no events were coming to help me late game.

The events are also random which makes them even worse.
