Meanwhile let me critisize Granitschale a bit.
It is beautiful in every visual aspect. But it is not balanced in game terms.
- It affects a very big area for leisure
- Cost is only 1250c, which is among lovest tire
- Area it covers is only 2 sq/parcels
- Visitor Capacity is too much
- There is no upkeep
- Does not use water or electricity
Tropical Garden is actually worse than Small Playground in affect, I know. Simply it just looks good.
But this not only looks far better than a small park, also has huge advantages. When I am stuck for Leisure and has limited balance early game, it became my escape exit :)
Maybe it should be a unique building becoming available with first milestone? I would still use it. I love it.

Exactly, they come on if you put anything near it with Move It, lights, buildings, whatever, until the next start. Weird and annoying!
Hopefully someone will find a solution someday.
Off Topic
I have just read in a forum a post from February 4, where you asked for help about a problem with several prop lights not turning on. Because I have the same problem, may I ask you If you have found a solution for that issue meanwhile? I agree that obviously it did not makes any difference if they are powered by the electricity grid or not.
