Somehow this civ produces a huge number of social policies, double the next civ

I appreciate that, but to 'dominate' Lake Victoria all they have to do is start right next to it. Whcih I suspect they do on YnAEMP. But I'm sure the AI will amuse themself with trying to gain a Great Admiral by building a navy on a lake.

Buganda's known primarily for its naval domination of lake victoria, and yeah it's pretty much just missionaries and great people

Why the naval abiilities? Also, why would enemies 'expend' units in your territory? Like misisonaries and GP?
