Cities not built on hills get +1 Food. This is to compensate for the +1 Production (and strength bonus) that cities on hills have. This mod works with Brave New World, Gods and Kings and Vanillia.

Windmills give +2 production and can only be built in flatlands, so this mod should also make them available to hill cities to balance things

Interesting idea

It's working. Are you using BNW or GK? After you have placed your city on a flatland, open the city window and there should be a free building that provides +1 food.

Personally, I think with this you should also change windmills to buildable in all cities.

You could try subscribing to the mod while civ5 is running.

If that doesn't work, is your operating system a Mac? The mod should work for Macs, there are just a few steps that are automatic for non-Mac users that Mac users have to do by hand.

If you're still having issues I can put the mod on CivFanatics so it can be downloaded there. Let me know if you're still having issues and I'll do that.
