Earthquake Tool/Entity Expanded

An admin only tool that creates an entity that can simulate an earthquake, by unfreezing props and shaking the screen view, when pushing E on it or either using the wire inputs....
Useful for RP events.

basically everything thats different from the original one:
-More variables to change
-Wire inputs
-Increased max values
-No annoying siren
