M24 Rebalance

This is a simple mod to correct an oversight by AtomTeam that effects the Remington Model 700 (R-700M / M24) rifle. The weapon should be considered scoped by the game, but it lacks this weapon quality. This mod adds the quality back to the weapon, but also implements the "long" weapon quality that makes it less accurate at close ranges, as all other scoped weapons in the game have. The scoped weapon quality allows it to take advantage of the Eagle Eye perk.
