Just checked - everything works. Keep in mind that sound effects might be cancelled and/or "shouted over" by other sound effects, so it's possible that you won't be able to catch it in non-calm environment. Plus, voiceline rolls not instantly, but in 2-3~ seconds after you start using defibrillator, so be a little patient.
If it used to work, but doesn't work anymore - make sure you don't have conflicting mods and just re-subscribe to mod again, should fix it.
