There MIGHT be an autosave from right before you crossed onto the pier. If so, you can try re-loading that and then just redoing that fight. Try ignoring Shav and see if he exits.
However, the issue of enemies targetting the player is still there. Admittably I am playing on the hardest level, but when the Lonestar Captain is surrounded by 5 gang members in melee range but decides to take a shot across the street to where I am fighting another lonestar? This sort of thing happened often enough that it took me 5 tries to get down the road and out of the Stuffer Shack parking lot. In fights of 7 good guys on 3 bad guys...it felt wrong. I ended up making it through by being the last guy on the scene and hiding behind things so the shots Lonestar took at me missed. Not very 'heroic' or 'bad-ass'.

There are a couple of ways of solving that puzzle. Since you don't have the etiquettes or Decking skill, you can fall back on repairing the boat and rowing across the pier . Start out by investigating the pier to the north of Pier 23 until you find the damaged rowboat . Then, backtrack and search through the shipping containers until you find some fresh lumber to repair the boat . Good luck, and I'm glad you're enjoying it so far!
