It could be a bad interaction with one of the other mods I've got installed. It stopped bugging me after I turned off the hints, so I'm not planning to spend the time figuring out what's causing problems at this point. I have a thought that it could be something with Show Infobar Planetary View, if only because it fiddles with the same area of the UI, but I boldly assume you'd have tested both together, and found that they work as expected.

For whatever reason "hints" lines up fine for me?

I'm still new to the game; I'm not certain I've seen all of the hints yet, so I haven't looked for the option to turn it off yet. That does seem to be the best solution, though.

The hints... bar? doesn't seem to line up with the terraforming bar hidden; there's quite a large gap for me where the terraforming bar used to be, though smaller than the terraforming bar was.
