I wondered that this tower is commercial, with base for retail (global food, clothes, accessories, electrical devices, toys etc) and taller part is office and city observation site. It may become an essential building in CBD. However, you set it as residential with 4500 homes which is too much. So I change the land use as commercial with 800 work places through rico setting. It is a regret of being residential but not commercial building for CBD.:steamfacepalm:
