Budget Balancer

Balances your electricity budget with what your city needs.

The mod takes a snapshot of your current electricity production, the electricity consumption and the current electricity budget. Based on this, it calculates how much (if at all) the budget needs to change to meet demands.

Because the budget changes do not have an immediate effect on electricity production, the interval should not be set so low that the production has not updated yet before the next calculation (it will throw off the calculation and you will get wild budget swings).
