Much Slower Expansion

描述
A different version of my original mod, where influence costs for outposts are doubled. As requested some additional costs have been applied to outposts and every star base generation that follows. I roughly doubled the alloy costs and added a little higher mineral and energy costs. Also star base upkeep has been doubled for every level.

Compatibilty:
defines -> 2 lines changed
ship_sizes/starbases -> overwritten

due to "more important things to do" I`m not going to work on my stellaris mods any time soon. you should be easily able to update these yourselves, as it really only should be a different version number.
Anyone who wants to improve on my mods, incorporate them into theirs or simply reupload them has my blessing and is free to do so.
