Livy 1.3.* Compatible

Rise of the Empires

changes:
- empires to 1 city states
- aegypt, selucid an maury culture and religion changed
- every city has :
2 Citizens
2 Freedmen
2 Slaves
2 Tribesmen
25 Civilization

- deleted seleucid flavor events (maurya dont get provinces anymore)

planned:
- less pops, nations should start with 10 pops, but colonizable cities should have 8 or less pops to slow the colonization development.

- if will anytime defines modable i will change startdate (already modded, just not noticed by game)

since one year after the release i had no interest to wait any longer. i think "partly" it is playable today, but this is "too little, too late!
