It's the Ice King from Adventure Time!

This goofy king was really strange to work with, mainly because of the arms. I originally was going to stretch out his arms similar to Jake, but I started to see it slmost like he's hiding his arms inside his long beard, so I decided to leave them be.

The Ice King has that typical toony style with the outline and a green hue for whenever he gets puked on by a Boomer. He also replaces the dead Bill prop.
