Stop AI Spam

When an AI country has pass their troops number value a decision will appear for them that will stop troop training from progressing.
When the AI falls under their troops number value another decision will appear that gives the AI the ability to train troops.

Current Values of when the decisions kick in:

-Germany, Italy, Japan, France, England, and USA can no longer make troops at 250 if they fall under 250 they can make troops as normal.

-Russia can make 400 Troops.

-China can make 125 divisions.

-Canada, Mexico, Turkey can make up to 75 divisions.

-All other countries not listed above are cut off at 50 divisions.

Only the AI can see the decisions any player controlled country will not be affected by the decision.
