I dunno exactly the mechanics for this game, but in OpenXCOM modding it's similar to as you say: there are three variables, psi-vision which lets you see in a certain radius even through walls, intelligence which lets you see all enemies that you saw X turns ago even if they move somewhere new, sniper/spotter which lets you spot the enemy for allies (by default every unit has independent vision in OpenXCOM)
*Sebilians (the lizards) have thermal vision rather than color vision, so they are confirmed unimpeded by smoke entirely and can probably see through walls pretty well. Fire might impede them like smoke would?
*Caesans(the 'greys') biologically all have some degree of psionic sensitivity (even if not psionic attacks), and the report on them says they use squad tactics, which I presume to mean that if 1 Caesan sees you, all of them do.
*Lastly, the report on Androns says they have many mysterious sensory machines in their bodies, these probably help them 'see' through terrain to some extent.
