This will work with or without TMPE but here are some tips.

Junction restrictions --

Allow lane changing
Allow vehicles to enter a blocked junction
Remove Pedestrians crossing at the merge - Simple 2 lane roads so pedestrians can walk on them on default.

Completely solved my downtown traffic jams. I placed it and drew the city blocks out from it, zoned it all and the traffic spread out nicely instead of clumping up on just 1 or 2 streets. I thought I'd need a bunch of them, but one just off the main highway exit did the trick.
