Sadly this is a hardcoded feature that cannot be modified, but I could make it an event tied to newly player created clients which will allow it.

When you update this mod again, could you add a feature that allows you to pick any type of government, no matter what? like I could make a shogunate in England instead of it being limited to japan because I need to own Kyoto and have my capital in the Japanese isles.

It has been temporarily removed as they changed how it works and I haven't gotten around to fixing it, will soon though.

I only see 54 background types for the flags instead of the 129 you have in the screenshot,
