Correct. After the missiles are fired you have to turn on the welders to construct the next volley. There are two projectors on the rack one for the Ion version and another for the Atmo version of the missiles. If you wish to make your own missiles make a blueprint with the missile attached to the rack just like this blueprint. I have a kinetic version that I should upload as well.

so the idea of the project is to rebuild the missiles after launched, correct? since they are empty with no blueprint selected, Id have to make a blueprint from one of the missiles alone *(not attached) and load it in the projector, after I do the paste from your blueprint, correct?
