Updated version of rp_downtown_v4c_v2_drpext6

**Updated, add in a new farm area to the map to better utilize zeros lawnmower addon.

Removed the racetrack and second down apartments
Added in a small minimall from the downtown reloaded map with an added foodcourt/restaurant
Reduced the tunnel lengths to have a more compact map to navigate around faster on foot.
Created an actual beach terrain for the beach
Updated water texture on the map. Water on the map should work with the fishing mods.
Added in some new apartments and casino along the back road
Updated the front of the court house with the PD front model from the downtown reloaded map
Added more lighting in a bunch of the buildings to improve visibility.
Added water back to the fountain in downtown.
Replaced the majority of the windows with models
Replaced majority of stairs with models
Replaced other func_details groups with models.
Attempted to optimize the map some more with area portals.
Fix some texture issues from the version of the map
