vassal = tributary state = full diplomatic options + defensive alliance
You still have to meet criteria, none of these options are forced on the faction in diplomacy. All this mod does it make them available options (if conditions fit). A strong faction is not likely to become a puppet state , no matter how strong you are. (same faction, weakened, under threat from a strong neighbour is more likely to do so)
Diplomacy is based on many factors.
For example if someone hates you and they are not under threat, their leader is not reliable, you have poor history with them, they like someone your ar war with etc, they likely will break from you as soon as they can.
Just because you can make them for example a puppet state , doesn't make it smart without further actions, or better relationship 1st, or never. OR it might be a smart move to give you a breather for 10 turns....
