Ideology Changer

There are countries in the game which have national focuses which will assign them to an ideology permanently. Now if you play those countries (can be tested easily, if you are fascist and add a democratic reformer, and the "Democracy on the Rise" won't appear in the decisions menu, then it's 'that' country), you can flip from any ideology to any ideology easily.

Known issues:
This is a very rudimentary mod, I haven't done much testing. For example, I don't really know how it will affect the AI. It works with the targeted countries though, the only bug I faced at the moment is that the decision sometimes gets stuck in the decision menu, but you can just ignore that until I fix it.
