Characters from Skellige in the Witcher 3 have accents from Ireland, with some variation. To me and others, Cerys's accent sounds like it's more of a Northern Irish accent - although her voice actress is from Dublin. ("Cerys" is a name more associated with Wales than Ireland, which doesn't make things any clearer...)

Northern Ireland is one of the four countries that make up the United Kingdom (the others being Wales, England, and Scotland), and one of two countries on the island of Ireland (the other being the Republic of Ireland).
