This Mod limits the amount of vegetables you can harvest from the plants.

If you put fertilizer on the seeds you will get 2 units per plant.

If you do not put fertilizer you will get 1 unit per plant.

Cannabis has the original values of DayZ

The vegetables do not contain seeds because something
happened to them as to some Humans, the only valid seeds
are those that you find in the World.

For more immersion you can make the seeds rare, you can do this by modifying the "Types.xml" file
