Odessa citizens playermodels

So after discovering that Odessa uses refugee textures as a base, I've decided to make something good with it; rather, while you can use submaterial tool on refugees for scenic purposes, the problem that roleplay and other stuff that has no tools wants more citizen styled jobs, and they require playermodels, so I've made this.

I was amazed at that nobody did this. And no one even cared about clothing every citizen in Odessa's clothing along with hat to go with it. I may do it later, but I doubt I can.
