Well you're not wrong, but also not entirely correct. "[AT]" weapons should have changeable attachments but not limited to INS2 attachments only, it can be anything. But for this weapon, the only thing that comes from INS2 shared parts is the sight reticle. So, I don't know why he bothered to include "[AT]" to this non-customizable weapon.

Correct me if i'm wrong, but i thought that [AT] stands for Attachments (equipable INS2 attachments) no?
