Island Lore:

A tiny island with a ruined watchtower. could've been used by the last travelers for research. The still running light could be the work of Atlas. the islands around this tiny orb of stone seem to orbit the center island, or as people call it, "Oculus" could Atlas be the cause?

if this makes it in the game, give it good loot, it isn't meant to be found easily. Also, make the ruined tower discoverable by the knowledge tool. It could say something like: "What seems to be a watchtower. Of course, it has seen it's years. The running light indicates the presence of Atlas."
