[simfphys] Pierce Arrow XT

A simple (sort of) port of a fire truck from American Truck Simulator.
Has unique sounds and a detailed els light pattern.
Compiled with extra empty skins for those who want to reskin it or whatever.
The skins only change the decals and pierce textures, incrementing them from decals1 upward.
Can be found under the ATS category.
