Or its only when you capture enemy capital and can it destroy?
I performed an easy test:
Small map with 2 Civs
I let each expand once (2 cities each)
I razed the Capital of one (this moved it's temporary capital, but destroyed it's original capital)
I then captured the other Civ's capital, victory condition triggered the Raze button again.
If you use this in Multiplayer, you can still win Domination Victory if your own capital is razed. Domination Victory only looks for unrazed capitals.
If you used a mod to raze a capital in Civ V, you could no longer get domination victory, so this is a nice change.
