It's Marceline the Vampire Queen from CN's Adventure Time! Like the other Adventure Time characters, she has an outline around her model to give off the toony look along with toony lightwarps.
Marceline blinks! ...Even when she's dead. Well, she's already dead so I guess it works. (And yes, the reason why the other characters don't blink is because they'd blink in death too. I don't know much about syntax of materials.) She also has jiggle physics for her hair!

The model was ripped by Random Talking Bush, so special thanks to them!
