From the Kunio-kun ( くにおくん ) series. Most notably the final boss of Renegade. Since he can't bring his infamous pistol, he's decided to borrow some other weapons for the job.

Remastered version is a WAY more in-character version of this character, cheap but agile moves and even using Shotgun as his Finisher.
