Ship Designer Buzzing Sound Fix

What?

Do you have that annoying background noise every time when you enter the Ship Designer, which apparently have been present as far back as when Utopia was released?
Look no further, the "fix" is here.
The video displays the buzzing in all its glory.

How?

The issue is that when having the ship designer open whilst having the galaxy in the background, the first second of the galaxy ambient sound effect sound effect is repeatedly played infinitely by the ship designer window.
Why, no idea.
This "fix" doesn't completely remove the issue, only hides it, by adding a 2 second fade in rule on the sound effect.
It mutes the sound in the ship designer, but isn't noticeable when the sound effect is properly played when looking at the galaxy as a whole.
