Rebalanced Tradition Penalties (Flynn Edit)

This is my edited version of the mod Rebalanced Research & Tradition Penalties by NordikaMan.

Now that tech is only based on your empire sprawl, the Tradition penalties are the only ones that need changed.

Changes:

Tradition Cost no longer increased per tree finished. (designed to be used with Expanded Stellaris Traditions and Expanded Stellaris Ascension Perks)
Tradition Multiplayer changed from 1.7 per one, to 1.5.

Seems to work pretty fine with this combination, but I am more than happy to change the values and upload another version if someone wants me to.
