Thanks, although Its a Space station / star base. When creating a new civilization, you can use it to replace the default star base. This is the level 5 star base of either culture or economic bases. You could use it to replace a shipyard too if you liked (although it wasn't designed for it). Ships built would be hidden in the middle of it. You can fly them about, but very slowly.

Thank you I think every civilisation needed a good place for some R & R. Put the feet up and relax after a good days conquerring. Can either be used as Economic or Cultural space stations (its a little of both).
