Indeed that is the case. It would be nice if Valve had made things like that more consistant. I also found it to work if you jumped directly into the center of the jump pad - while always looking at the portal youre heading toward, yet another weird physics variable.
The originally intended 4-portals-momentum-thingy didn't work properly due to the jump pads not being consistent in where they throw you, but the idea is nice.
The cheese (SPOILER):
Approach the jump pads diagonally. That way they throw you off the mark and at an angle. It's fiddly, but it's still less frustrating than putting up with the jump pads' inconsistencies.
If that wasn't helpful at all I will post the solution later on by playing it with my firend when he is available.
