SD's Admiral/General XP Increase

OK. So I got tired of my Admirals spending their entire lifetimes at level 1-2. It makes civics like meritocracy and distinguished admirality kinda lame because they'll never actually reach anywhere near their potential before they die of old age.

At the moment, this increases xp gain for Admirals and Generals by 4x (except Piracy patrols, thats 2x). I'll see if that is enough.
