A simple bypass fix to get Adjusted Tradition Costs to work with Plentiful Traditions and Lots of Traditions (PT+EST).

Note: You do NOT need to subscribe to Lots of Traditions to use this if you only wish to use Plentiful Traditions.

@Wiirlak since Lots of Traditions hasn't actually updated to 2.2 yet, I can't say for sure, but from a cursory glance at the files that conflict, there doesn't look like there will be any issue. The main issue this mod solves is that they have some values that are identical to vanilla which cause problems for other mods, as well as some unused values (Cost increase based on systems/colonies count, no change in tradition cost with or without this mod)
