Increased capacity per planet of all buildings related to the speed of growth and assembly.

These buildings are the following:

- Robot assembly plant: from 1 to 4
- Machine assembly plant: from 1 to 2
- Clinic: from 1 to 2
- Spawning pool: from 1 to 2

Can't seem to upgrade Machine Assembly Plants to Machine Assembly Complexes now despite researching the technology. Could this be looked at? It would help having two Assembly Complexes per planet.

The growth of biological pops is not very high, I think it is unfair that some can base their economy on growing faster by building more of these buildings and not others.
