modded factions wont spawn

@Tripod, looks like the background added in extra reassembly. It's a pretty big mod that adds alot so if you just want a nicer background with out the extra stuff then gatc's lotofstars mod would probably be better.

Looks like it makes the world generate warzones instead of small battle sites.
