Rebalanced Administrative Cap

描述
Rebalances administrative cap by:

- The base administrative cap has been increased to 40, was 30.
- Systems now count for +0.25, was 2.
- Colonies now count for +3, was 2.
- Branch offices now count for +3, was 2.

All in all, this should heavily reduce the growth that administrative cap has in the early game but should still act as a deterrent to large empires.

Hey everyone, I've updated the mod to 2.5.* - no changes were necessary, but wow the new launcher is a pain to work with. I have some long term plans on changes I want to make to the mod. Most of the feedback has been values related (this value is too high, this value is too low) and instead of trying to make these values perfect, I want to make them configurable so that everyone can choose values that make sense for the galaxy they're generating.

could you lower the districts cost? because i thinl that is the worst part of how it works

Just my opinion, perhaps not a popular one, but systems should not be reduced so much. 2 is way to much, especially since the game force you to claim like crazy regardlles of Tall or Wide, but 0.25 is nothing, and often, even when colonizing quite largely, is still don't reach admin cap before 2350, and it only become a detterence to expansion during late late game.
Sooo.... maybe 0.75 for systems ?
