Refit Light Weapons Refitted

Description: Buffs the Light Weapons from Research, so much so their effeciency'd match their costs. Also made their behaviors a little more... unique.
Namely, the affected weapons are Malcheor (as shown in the cover, somehow) Beam, Severance Railgun and Aphophis PlasmaCannon.

Any rank of those weapons now...
- Deals almost superior DPS
- Deals slightly more Damage to shields
- Costs less Battery energy (per second)
- Has further Range
- Is now deadlier than any other light weapons you can buy from stations

The MALCHEOR beam laser
- Now do even more damage to shields

Additional changes to the SEVERANCE railgun is
- Much better at Fire rate

What's new with APHOPHIS plasma cannon are
- Destructive with every shot it fires
- Higher rate of fire
