I'm not saying you need to change it at all, the current Sengoku works just fine. It was more that I had this idea and just wanted to write it down.
UA: Absolute Justice
Great Generals who walk to a sea tile become Great Admirals. Great Admirals who walk to a land tile become Great Generals. Great Generals or Great Admirals can be sacrificed in a tile adjacent to an enemy city to start a Buster Call, "marking" that city to be destroyed. During the first turn of a Buster Call, every military unit you own get +4 moves, and in the following 5 turns they do 400% damage against the city that was marked. However, for the following 20 turns, capturing that city will instantly raze it down, so you can't capture it, only wipe it off the map. Doing so will give a diplo penalty similar to setting off a nuke, but also increase your military score so that other civs will fear you.
I know, I know, hard to code, but I had this idea in my head for a few months and I just needed to write it down somehwere. :P
