Haha, yes -- I think mountaineering of this nature may require the help of Sir Edmund Hillary, rest his soul.
So it looks like it may not be possible to disable people as well as cars on specific roads: but it is still possible to disable cars on specific roads.
Sorry to be the bearer of bad news; being the stubborn individual I am, I still have a few other ideas up my sleeve, but they are far more complex to implement, and bypass the modding system, so for now this appears to be a mountain which is too steep to climb!
If I try to upgrade an existing road with the "No Cars or People" road, the game crashes.
Likewise, if I try to place a brand new "No Cars or People" roads, then the game also crashes.
The exception is if I only turn off the Cars, but not the people when upgrading a road, or creating a new road with "No Cars" set. That works fine.
As an example, we could duplicate the vanilla road types that come with the game, and rename them to something different. ie. country_new_medium.lua becomes ncp_country_new_medium.lua (and so forth). The preview image in the roads palette for the "ncp" roads could just have the people and car with a cross on them, to differentiate them from regular roads.
Then you could choose any of the "ncp" ("no cars or people") roads to use when creating roads which shouldn't have cars or people. (or upgrade existing roads to the "ncp" type, to remove the cars and people)
Happy to turn it into a mod if you think it'd be useful.
