描述

This mod allows you to make Client states and have all covert actions unlocked at the start of the game.
No more waiting till 1700 to get client states.

Could you please make a version for Extended Timeline? Because my game crashed with this mod and Extended Timeline.

For the person who asked why their so late. Its because you get them when start game cores go away. This means its harder to make vassals from old cores so you make a client state

Be aware that client states get -25 liberty desire, new national ideas tailored to coring and stability, and double monarch point generation. They aren't just custom vassals.

I did the same thing for myself but didn't publish it on the workshop. However, I reverted the client states change because of those facts. The spy actions at the start is nice though.

Never understood why they would put it so far in the game. Client States been around for over 1000 years before 1445...
