Unconfirmed reports emerged from crimea about Russian troops commiting atrocities against the population in an effort to curb dissent. The indenpendent reporter Vasily Ilyanovich was set to present proof at a meeting of EU representatives in Brussels at the European Council.

Russians operatives belonging to the GRU however were tasked by the Russian Government to kill the activist before his appearence at the council. Taking notes from the previous botched Skrippal attempt GRU increased OPSEC and profissionalism, however this wasn't enough and human error got the best of it. The planned assassination involved placing a shaped-charge inside the car of Vasily under each seat to detonate and kill him, and only him.

The assassination attempt however lagged due to faulty fuzes used in the bombs, instead they detonated once the vehicle had parked in front of the European Council, empty. Altough no one was killed or even injured, in the blast itself a truck transporting LPG swerved upon hearing the explosion and crashed into a nearby building. The explosion set a whole block of brussels in front of the European Council ablaze as well as blasting all windows nearby. Upwards to 100 people died or were injured, including several EU oficials.

In the aftermath an investigation discovered Russian meddling and this set public opinion on fire. Sanctions were levied but considered by the public as too lenient. In the end NATO decided not to call upon article 5 but settled on a limited strike against Russian forces in Crimea, with the understanding with Ukraine that it should use the oportunity to retake the peninsula.
