TTT Passive Jetpack

A new jetpack for TTT! This jetpack will only fly you upwards, but you don't have to have the jetpack out to use it.
Incompatible with the other non-passive jetpack

To toggle the jetpack, type "ttt_jetpack_toggle" in console

if you like, bind a key with "bind [key] ttt_jetpack_toggle" in console for easy toggling in game.
